New York City: It's the center of the U.S. financial system and for many people, the capital of the world. That's why the Big Apple remains a top terror target.
From the 1993 World Trade Center bombing to 9/11, and more recently, the Times Square bomber, terrorists have repeatedly targeted Manhattan.
Now Iran, the world's largest state sponsor of terror, is reportedly taking aim.
A recent warning about the threat posed by Iran and its terror proxy, Hezbollah, came from lawmakers on Capitol Hill.
"We know Hezbollah operatives are here," Rep. Peter King, R-N.Y., told a House committee on homeland security in March.
"The question is whether these Hezbollah operatives have the capacity to carry out attacks on the U.S. homeland and how quickly they can become fully operational," he said.
King said hundreds of operatives are here and that some Iranian diplomats stationed at the United Nations are much more than they appear.
"Several of their comrades in the U.N. mission in New York were sent back to Iran after the NYPD caught them photographing the city's rail systems in the years since 9/11," he said.
According to one NYPD official, there have been at least five other instances of what he called "hostile reconnaissance" against New York City by Iranian agents.
"They see that attacking New York or threatening the facilities in New York will destabilize the financial markets and automatically harm the U.S. economy," former CIA double agent Reza Kahlili told CBN News.
"Many cells are present here. And they have their eyes set on our power plants, water supply, food distribution, bridges, tunnels -- anything that could create fear and also disrupt the daily life of Americans," he warned.
One Iranian naval commander said recently that Iran's forces can move within three miles of New York City if they so choose.
Kahlili said an attack against Iran's nuclear facilities could be the trigger.
"They believe that an attack on Syria or Iran would be sufficient to trigger a response, which would be terrorist attacks on the world stage against U.S. and Israeli interests, an attack on Israel and attacks on U.S. soil," Kahlili said.
Iran shocked many analysts with last year's plot to attack foreign diplomats in Washington, D.C. A nuclear-armed Iranian regime would likely become even bolder.
"You can tell that Iran gets more aggressive the closer they get toward a nuclear weapon," Ryan Mauro, a national security analyst for RadicalIslam.org, told CBN News.
"Rather than international pressure making them restrain themselves, it's actually making them act more and more aggressively," he said.
Iran and Hezbollah already have an extensive network in Latin America, which they could use to strike at the United States. And according to Kahlili, Iranian agents also have a presence in some American mosques.
The White House is moving toward developing ties with the Muslim Brotherhood and other Islamists groups in the Middle East.
National Journal reports that President Obama believes he has no choice but cultivate the Brotherhood and other relatively "moderate" Islamic groups in Egypt and other countries.
As one State Department official suggested, no longer are all Islamists viewed as having possible terrorist ties.
"The war on terror is over," one State Department official told the magazine.
"Now that we have killed most of al Qaeda, now that people have come to see legitimate means of expression, people who once might have gone into al Qaeda see an opportunity for a legitimate Islamism," the official said.

If the people who call themselves Palestinians refuse to stop encouraging their youngsters at rock-throwing then the Israeli defense forces have no other option than to capture and interrogate those who do so no matter their age.
"It doesn't matter if it was thrown by a 12-year-old or a 20-year-old if it killed somebody," said an officer in Israel's military justice system, speaking on condition of anonymity under briefing regulations. "We still have to take minors to trial. It's still a serious offense for us."

WASHINGTON -- Sanctions and sabotage have not stopped them. Neither have threats nor United Nations resolutions. Iran's leaders say they'll never give up their nuclear program-and evidence shows the Iranians are closer than ever before to acquiring the Bomb.
So how would a nuclear-armed Iran change the face of the Middle East and the world?
According to reports, Iran already has enough enriched uranium to produce at least four nuclear bombs.
And unless something changes, it appears the writing is on the wall for Iran's neighbors.
"In the end, I would argue that Saudi Arabia, which is the most Sunni, most Wahhabi -- which is the most extreme of the Sunnis -- is in more danger than America or Israel or Europe or anybody else," Harold Rhode, a senior advisor to the Hudson Institute, told CBN News.
Rhode, a former foreign affairs specialist at the Pentagon, says nuclear weapons would allow Iran to dominate its neighbors and set the global price of oil.
"The Saudis and other people who are supplying the world with oil and gas would have to kowtow to the dictates of this tyrannical regime in Tehran," he predicted.
Iranian leaders are also reaching out to the radical forces that have gained power due to the so-called Arab Spring. They're calling on the Muslim world to unite for a final showdown with Israel and the West.
A nuclear arsenal could be the galvanizing force that does just that.
An Iranian nuclear umbrella could also protect the terror groups Hamas in Gaza and Hezbollah in southern Lebanon.
Fear of nuclear retaliation might force Israel to think twice before responding to attacks by these Iranian proxies.
But Iran would use the bomb to flex its muscle far beyond the Middle East. The Iranians now have missiles that can reach most of Europe and they're working on ones that can reach the United States as well. With their cities in the crosshairs, Western leaders could be forced to take a much softer tone toward Tehran.
Some have argued that Iran only wants to have nuclear weapons to deter its enemies -- that it would never actually use them.
Yet Iranian leaders say the return of their Islamic messiah -- known as the Mahdi, or Twelfth Imam -- is drawing near. In their view, using nuclear weapons against Israel or the West could hasten his appearance.
"He will come back and save them. So an attack and a conflagration is an incentive," Rhode explained.
Iran expert Dr. Michael Ledeen, a freedom scholar with the Foundation for Defense of Democracies, says when Iranian leaders threaten to destroy America and Israel, we should take them at their word.
"Obviously, their nuclear program is closely related to their messianic vision," he said.
He notes that the West ignored the statements of Hitler and other tyrants during the 20th century and paid a heavy price.
"Over and over and over again we said, 'Nah, they can't possibly mean these things.' But they meant it and they did it. So any prudent leader has to act under the assumption that they mean it and they'll do it," Leeden said.
